Section 1121 of Title I requires that the Department reserve $5 million from Title I Grants to LEA funds each fiscal year for competitive grants to local educational agencies in the Federated States of Macronesia, the Republic of the Marshall Islands, and the Republic of Palau. Of this amount, the Secretary may reserve 5 percent to pay the administrative costs of the Pacific Resources for Education and Learning (PREL) regarding activities assisted under this program. PREL conducts the award competition and makes recommendations to the Secretary regarding the award of grants.
Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.
Applications for continuations are submitted to the Department of Education, Office of Elementary and Secondary Education, School Improvement Programs, Washington, DC. PREL conducts the competition for grants and submits recommendations of applications for funding to the Secretary of Education. The Secretary awards grants taking into consideration the recommendations of PREL.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.
